Refund of the semester ticket

The application period for the winter semester 2024 / -25 ends on October 28, 2024.

This is a so-called deadline. This means that once the deadline has passed, you no longer have the opportunity to apply for a refund for the corresponding semester. This also applies if you could actually get a refund. This means that the application must reach us on time and a postponement, extension or similar is no longer possible.

What does refund mean?

In case of a refund, you will receive the full amount for the semester ticket back. You can find out exactly how much this is on the information page about the semester ticket: Info about the semester ticket

In the course of this, however, you also lose the rights that go with it. This means, for example, that you have to buy tickets if you want to use public transport.

Reasons for refund

Under certain conditions, you can have your semester ticket (the amount allotted to finance the student use of public transport) refunded by the AStA. You find those conditions in the Hardship Regulations (in German).

All reasons for refund are listed in the Hardship Regulations (in German). This is just an overview.

  1. Study-related stay for at least three months outside the area of validity of the AStA semester ticket
  2. Semester of leave
  3. Enrollment at two universities / second-time studies (refund only at one university)
  4. For severely disabled students who are entitled to transportation according to the Ninth Book of the Social Security Code (Sozialgesetzbuch) and can prove that they are in possession of the supplementary sheet to the severely disabled student ID and the corresponding token

  5. For students who purchase the Hessen State Ticket and who can prove that they have not purchased the Germany Semester Ticket during the current semester

  • Non-use
    Non-use of the semester ticket in itself is not a reason for refund. It does not matter for what reasons you don't need use the ticket for or whether you live in the semester ticket area or not.
  • Stay abroad without study-related purpose
    A stay abroad without study-related purpose does not constitute grounds for reimbursement.

Application for refund

Here we describe the best way to apply if you are submitting the application yourself.

Note the application periods. You can find them here: All reasons for refund with explanations. If you are submitting a request, the request must be received by us at AStA during this time period. IMPORTANT: It is not sufficient to fill out the form online within the application period. The application must be received by us in the AStA within this period! Therefore, it is also not sufficient to bring the application to the post office on the last day in the application period, because the application will not arrive in time that way. It is not the postmark that counts, but when the application is received by us in the AStA.

You also have the option of issuing a power of attorney to a person you trust so that they can submit the application on your behalf. This is useful, for example, if you are abroad. You can find more information here: Application by person of trust

Step 1: Make online application

The application for a refund of the semester ticket is generally processed via our refund website (see below). Please make sure that your information is correct. Once the application has been created, the information can no longer be changed.

Please note: Some of the reasons for the application and numerous details (e.g. on the assessment limit for the grant) on the page linked above are out of date. In case of doubt, the current hardship regulations always apply. In addition, since there are only digital semester tickets, no semester ticket needs to be sent along with the application.

Step 2: Sign application, attach required documents

After filling out the online form, an application is created in PDF format. This PDF file will be sent to the email address you provided in the online form. Therefore, it is important that you provide a correct email address of yours!

You have to print this PDF file and sign it originally. A digital signature (e.g. on a tablet or copying a scanned signature) is not sufficient! Such applications we can not and will not handle.

Note on the digital semester ticket:

As of summer semester 2022, the semester ticket has been offered digitally for all students. With the introduction of the Deutschland-Semesterticket in summer semester 2024, the paper ticket, which could be applied for as a replacement, was also phased out.

How does it work when applying for a refund or subsidy?

You normally have to send your original semester ticket when applying for a refund and a copy when applying for a subsidy. Of course, this is not possible with a digital semester ticket. It is therefore sufficient to submit your application as normal. Proof of a ticket is not required. The AStA will revise the refund website in the near future. Step 3: Send application to us

Send the original signed application with the required documents to the Department of Transportation. The application must be received by physical mail or fax within the respective application period at the AStA. The day on which the application is received by physical mail or fax counts. This is a cut-off deadline, an extension of the deadline for submitting and receiving the application is not possible.

Your application is not considered submitted until it reaches us at AStA. It is mandatory that we have the original signed application form.It is not sufficient to fill out the form online within the application period. The application must be received by us in the application period in the AStA! It is therefore also not sufficient to bring the application on the last day in the application period to the post office, because the application will not arrive in time so. It is not the postmark that counts, but when the application is received by us in the AStA.

Sending the application by e-mail (e.g. as a scan) is not possible! We cannot and will not handle such applications.

Application by person of trust

If you are abroad before the refund period begins, you can authorize a trusted person to handle the refund.

To prepare your refund during your stay abroad we recommend the following steps:

Before departure and before 1 March / 1 September:

  1. Find a contact person to whom your semester documents will be sent together with your study ticket, be it roommates in your flat share, your parents or friends.
  2. Please also deposit the documents proving your study-related stay with this contact person, and preferably also a power of attorney that this person may sign the request. Proof of a study-related stay can be, for example, a certificate from the Erasmus office, etc.

These steps are necessary because we need an application for reimbursement signed in original. Alternatively, you could send the signed request form by (physical!) mail. However, this will probably cost a lot of postage and take a long time. As soon as we have processed your application, you will receive an e-mail informing you that your request has been reviewed and, if applicable, that some documents may be missing. Attached to this e-mail is a pdf file with a form for subsequent submission.

After you have received the e-mail with the submission form:

  1. Forward this e-mail to your contact person
  2. The contact person prints out the subsequent submission form
  3. The contact person sends us the printed supplementary request form by post with the receipts and the semester ticket that was deposited with them.

The subsequent submission form ensures that we can quickly match your semester ticket and vouchers with your request.

1 Reason for refund:
Study-related stay for at least three months within a semester period outside the area of validity of the AStA semester ticket
This means, e.g., Erasmus semesters abroad, but also internships outside the semester ticket area. The prerequisite is that the respective stay is study-related. In the case of internships, we usually require a certificate from the Examination Office.

Semester of leave
This means a semester of leave applied for and approved by Student Services.

  • Great certificate of study with note of leave of absence (original)

3 Reason for refund:
Illness
This means a semester of leave applied for and approved by Student Services.

  • Printed and manually signed application form (no digital signature!) that you have created via our application homepage
  • Medical certificate stating that it was not possible to use public transport for three months within a semester period at JGU
Application period Summer semester: April 01 until September 30
Winter semester: October 01 until March 31
These are preclusion periods ("Ausschlussfristen"). This means that any claim for refund will be forfeited if the application is not received by us in due time. It follows that the application must be received by us in time and that a deadline postponement, extension or similar is not possible.
Applications can be submitted throughout the semester.
4 Reason for refund:
Enrollment at two universities in the AStA semester ticket area, insofar as the AStA semester ticket is the cheaper ticket or second-time studies
If the tickets have the same price, it can only be refunded at one (1) university.

Required documents
  • Printed and hand-signed application form (no digital signature!) that you have created via our application homepage
  • Certificate of enrolment for the other university or cooperation agreement with the other university (in the case of second-time students)
  • Proof of the semester ticket's share of the tuition fees at the other university
Application period Summer semester: March 01 until April 28*
Winter semester: September 01 until October 28*
These are preclusion periods ("Ausschlussfristen"). This means that any claim for refund will be forfeited if the application is not received by us in due time. It follows that the application must be received by us in time and that a deadline postponement, extension or similar is not possible.

5 Reason for refund:

Possession of the Hessen state ticket
This is an option for you if you have the Hessen state ticket and can prove that you have not purchased the Germany semester ticket during the current semester.

Required documents
  • Printed and hand-signed application form (no digital signature!) that you have created via our application homepage. It must be noted on the application form by hand or with a post-it note that the refund is being requested based on the Hessen State Ticket
  • Receipt of the Landesticket Hessen, which is valid during the semester ticket period
Application period Summer semester: March 01 until April 14* (Please note that the application period is different!)
Winter semester: September 01 until October 14* (Please note that the application period is different!)
These are preclusion periods ("Ausschlussfristen"). This means that any claim for refund will be forfeited if the application is not received by us in due time. It follows that the application must be received by us in time and that a deadline postponement, extension or similar is not possible.

7 Reason for refund:
ISSK: If you have been enrolled at the Johannes Gutenberg University Mainz for less than three months and are ISSK student

8 Reason for refund:
Early exmatriculation

Semester ticket

As a registered student at Johannes Gutenberg University Mainz, you receive the Germany semester ticket, which is financed through your semester fee. On this page, we want to inform you about what the Germany semester ticket is, what you can do with it and what you should pay attention to.

What is the Germany semester ticket? What does it look like?

The Germany semester ticket is essentially a ticket for local public transport. It is valid throughout Germany and is purchased through the solidarity model for all students enrolled at Johannes Gutenberg University from the local AStA. The ticket is issued digitally, but it is possible to apply for an analogue chip card. The ticket is always valid for one semester. The obligation to purchase it and the right to travel end with exmatriculation. The Germany semester ticket entitles you to unlimited use of local public transport and to use second class on regional trains. It is not valid for long-distance travel. The ticket is not transferable and is issued in personal form either as a chip card or as a mobile phone ticket. It does not entitle you to take other people with you. For students, the fare is 60% of the regular Germany ticket price, which is listed below. When and where is the Germany semester ticket valid?

The Germany Semester Ticket is valid for public transport throughout Germany during the following period:

  • for the summer semester from April 1st to September 30th,
  • for the winter semester from October 1st to March 31st.

FAQ about the semester ticket

The Germany semester ticket is only valid in Germany. As soon as you cross the border into other countries, the tariffs of the local transport associations apply. This means that you have to buy a connecting ticket if you want to continue your journey.

The rules for taking dogs and bicycles on the bus vary from one transport association to another. In principle, an additional ticket must be purchased if there is no free transport with regular tickets in a certain tariff area. In the Rhein-Main-Verkehrsverbund (RMV), no additional ticket must be purchased for bicycles and dogs. In the Rein-Nahe-Nahverkehrsbund (RNN), one dog per person can be taken on the bus. Bicycles can be taken free of charge from Monday to Friday from 9:00 a.m. and on Saturdays, Sundays and public holidays.

The Germany semester ticket is basically digital. However, our university also offers the option of obtaining an analogue chip card version. To do this, you must fill out the relevant application document, which you can pick up from us during the AStA secretariat's opening hours. To get the chip card, you must then receive proof from us that you have not requested a refund and have the student secretariat confirm that you have paid for the ticket. With this proof, you can obtain the chip card from Mainzer Mobilität for a fee of €10. This chip card is always valid for one semester. The exact documents and proof that you need to receive it are also listed on the application document.

A refund and a subsidy for the Germany semester ticket are possible. There are new regulations in the case of refunds. You can find all the information on this on our homepage:

Since the Germany semester ticket could not be included in the fee regulations for the summer semester of 2024, there will be refunds for all students who paid too much with the new ticket. Further information will be announced shortly on our homepage.

Costs of the Germany semester ticket

The cost of the Germany semester ticket is 60% of the cost of the regular Germany ticket. The terms of the semester ticket portion are negotiated by the University Politics Department and the Transport Department with the transport associations.

The semester fee of 182,55 € for the summer semester 2024 and the winter semester 2024 / -25 is made up as follows:

Help in Financial Aid

Due to the current situation, there are no more personal consultation hours for the time being. Applications can still be made as described below. 

In case you would prefer a telephone consultation, please send us an e-mail with your contact details and information on when we can call you. Alternatively, you can provide these information on our answering machine. 

General Information: 

The AStA is the student representation at the University of Mainz. The Auxiliary Fund receives its funds from the semester contribution and provides students in financial emergencies with grants and loans. 2€ of the semester contribution of each student are directed into the fund. The allocation is made according to the allocation regulations. The fund is administered by the social affairs representatives of the AStA. These are volunteer students elected by the student council.

How it works:

The social affairs department is your contact when you are in financial need. We can grant for students of the university Mainz and the ISSK interest-free loans, as well as direct financial assistance (which your creditors receive, i.e. landlord, health insurance, the university or you directly), and top-ups for your student card to eat at the university.
You can also come to us if you need information. We offer general advice on how to finance your studies.
Additionaly to a financial assistance from the Hilfsfonds you can apply for a refund of the semesterfee, if your income in the last three months is to low. More informations: Zuschuss zum Semesterticket
The following documents are needed for an application for financial aid and have to be send by mail:

  • Application document for financial assictiance*
  • supplementary sheet*
  • Identity card / passport (incl. residence permit if applicable)
  • current study certificate (document can be downloaded from Jogustine)
  • Bank statements of all accounts in the last 3 months (in copy, also credit card)
  • Certificate of achievement (academic record, can also be downloaded from Jogustine)
  • If applicable: unpaid invoices
  • Additionally, the social affairs department also offers general legal advice and tenancy law advice (for free, given by professionals)
